Pictures 15-24 and 15-25.

In August, there was a riot at City Hall, across St. Charles Street from Lafayette Square, during and following a city council meeting.  During the riot, three people were shot, and the police used tear gas to disperse the mob.  A police guard was placed on the steps of City Hall.  But in the lower picture, these guards look pretty casual about the whole business.  (Chances are, most of the guards sympathized with the strikers.)
